Of course these laws are selectively applied subject to the narrative.
You are literally at higher risk of being jailed for longer for hurting the feelings of someone favoured by the government than you are for physically harming others in some cases.
Similarly you are more likely to be jailed for offending someone with a bad joke than you are for promoting genocide.
