That looks like a pretty close match from what I can tell! What was the date of the group photo again? The fb post was dated to April 2019. Smile looks the same, ears look the same from what I can make out, even down to the same crease/curve of his ballcap. He does appear a bit trimmer, which is why I ask of the date reference. No shame towards doing the work and getting fitter, just curious in terms of matching the two faces.
The list on Zelienpole’s website of police departments participating in the ESU team does not include Buffalo Twp, but it may just not be current. Buffalo Twp is in Butler County.

I don’t think that would be a full list of participating agencies, from the way it’s worded sounds more like selected examples from a much broader list.
Further, we have the appearance of Allegheny County police, EOD ‘Bomb Squad’ guy on bodycam from Beaver County, bodycam 3. EOD guy is a Sargeant, I believe from your chart and his patches.
Unsure if he was included in the planning, he may be someone called in after the fact, but I don’t know for sure and I don’t have a name to go with the face/rank.
