I saw lesson of how longterm plan has been “subscription model” (it has way more in it). In short, electric is subscription vs diesel is storeable as you described. Thus subscription causes more control and lever against people.
Thus it is not coincidence for huge EV push some years ago, as that enables to redo whole private vehicle model infrastructure. It is also not coincidence China makes most of EVs(their government control model fits perfectly for these plans).
