The U.S. diesel crack spread reached an intraday high of $102.20 per barrel. The IEA reported global refinery throughput averaged 80.9 million barrels per day in July, down about 5 million barrels per day from a year earlier. U.S. distillate inventories stood at 107.1 million barrels, the lowest for this time of year since 1996. The Department of Energy reported the Strategic Petroleum Reserve fell 5.3 million barrels to 293.4 million, the lowest level since December 1982. In his June 26 Scouting Report, Chris estimated that the SPR can only be responsibly drained to 243 million if the Department of War’s minimums are to be maintained, which is less than 10 weeks if last week’s drawdown pace is maintained.
Turning to Europe, UBS macro strategist Simon Penn stated that Germany’s natural gas storage is at 48% capacity, compared with 65% a year earlier and 75% in 2022, the lowest level for this period in 17 years. UBS economist Felix Huefner projected Germany would reach only 65% by November, below the government’s 80% target and the EU’s 90% benchmark. The ECB has estimated that a 10% rise in wholesale gas prices adds 0.6 percentage points to Eurozone inflation. The Rhine at the Kaub gauge has 10 cm of navigable depth, limiting barges to 10–20% capacity. Analyst commentary notes that expanded LNG import capacity may offer partial mitigation under normal or mild winter conditions.
Meanwhile, China’s National Development and Reform Commission and National Energy Administration released the 2026–2030 Five-Year Plan for Building a New Energy System. It targets peak coal and petroleum consumption before 2030, non-fossil sources supplying roughly 25% of energy and 50% of power generation, and wind and solar exceeding half of installed power capacity. The plan calls for scaling renewable hydrogen production seven- to eight-fold to two million tons annually and integrating green hydrogen, ammonia, and methanol into shipping, heavy trucking, steelmaking, and chemicals. It also promotes coal co-firing with green ammonia and repurposing oil pipelines for methanol. Refineries face pressure to lower crude throughput, while coal serves as a backup supply. The plan is described by officials as addressing both emissions and oil supply risks after the U.S.–Iran conflict.
Iran Conflict
According to reports citing a senior Iranian source, Tehran issued a three-to-four-week ultimatum requiring the U.S. to meet six conditions or face a preemptive strike on Gulf infrastructure and U.S. and Israeli assets, plus escalation in the Strait of Hormuz. The conditions include $300 billion in reconstruction funds, release of up to $120 billion in frozen assets, an end to the naval blockade, cessation of hostilities in Gaza and Lebanon, formal recognition of Iranian control of the Strait with up to 7% transit fees, and removal of sanctions on Iranian oil, petrochemicals, and gas.
In a satirical opinion piece, Kevin Barrett argues that Iran is applying principles from the book The Art of the Deal more effectively than the Trump administration. It cited Iran’s long-term development of missile and drone capabilities, leverage over shipping routes, and messaging strategy, while criticizing U.S. statements on the conflict.
US Politics
A CBS poll found 58% of Democrats view socialism favorably compared with 32% for capitalism. An Economist/YouGov survey showed 62% would support a Democratic Socialist candidate. Legal scholar Jonathan Turley noted House Minority Leader Hakeem Jeffries included the Democratic Socialists of America in the Democratic coalition despite the group’s platform calling for abolition of the presidency, Senate, Supreme Court, borders, and much private property. Turley referenced the UK “winter of discontent” and subsequent IMF bailout as historical precedent. Other polling analysis indicates such favorability is more concentrated among younger and liberal Democrats while remaining a minority view on the specific label among broader groups.
At an Indiana Fever–Atlanta Dream game, two attendees who paid about $1,000 per ticket were told by stadium staff to cover shirts reading “XX-XY / For the girls” or leave. A spectator wearing a “Protect trans rights” shirt appeared on the jumbotron but was later asked to zip her jacket. The WNBA’s 2026 collective bargaining agreement does not define the term “woman.” The WNBA subsequently stated that the interactions in which fans were asked to cover their shirts should not have happened.
Economy
A Redfin report stated that a typical U.S. working family now spends 52% of annual income on housing and childcare. Little Rock, Arkansas, had the lowest share among major metros at under 40%, followed by Oklahoma City at 40.8% and Des Moines at 41.8%. Los Angeles recorded 96.8%. KPMG data showed daycare and preschool costs rose 263% from 1990 to April 2024.
Artificial Intelligence
Australian biotech firm Cortical Labs, with the National University of Singapore and DayOne, activated Singapore’s first biological data center using living human neurons. The site contains 20 CL1 units, each with at least 200,000 lab-grown neurons on silicon chips, with expansion to 1,000 units planned pending approval. Each unit uses 30 watts, compared with up to 700 watts for an Nvidia H100 chip. Access costs $2,200 per month. Commentary has observed that the approach remains at a research stage, with individual units typically requiring replacement after roughly six months.
