What Redfield now realises, and Mussolini did not, is that it is the corporation, not the state, that wears the pants in the relationship.

Yes but also I remember that during the covid terror reign he was left out of meetings and was disparaged by Fauci. So yes, he did not flex when he should have but I think he agreed something was wrong but he was not courageous enough to stand against it.
