TX Governor proposes sweeping property tax cuts

Abbott’s plan includes:

Limiting local government spending.

Requiring approval from two-thirds of voters to increase all local property taxes.

Giving Texans the ability to force a rollback election to lower property tax rates through a petition signed by 15% of registered voters in the local area.

Requiring property appraisals once every five years and lowering the cap on homestead appraisal increases from 10% to 3%.

Abbott also proposes expanding the cap to all properties.

Letting Texans vote on a constitutional amendment to eliminate school district property taxes on homeowners.

I suspect police departments and other county offices / services will attempt to fill that vacuum.

I am also concerned that purging names of deceased voters could disenfranchise these voters causing them to withdraw from the entire political arena.

The tickets and court fees will likely explode in just about every municipal zone without an extant revenue positive balance sheet. Bonds as well, bonds and more bonds, sold on Wall Steeet, to keep these broke-by-design-and-planning civic entities afloat. The debt trap of suburbia has already sprung. This would only exacerbate the situation.

However, and this is highly unlikely, Texans could choose to allow for significantly less road paving and government services in exchange for very low tax rates - with the expectations matching the revenue up front. Car pool? Son out here it is 4x4 and horse pool. Might want to look into a good camel.

Suburban cities without the zoning code and lending markets to support a shift in tax collection, or urban areas with huge financial ball-and-chain suburbs, will be destroyed by this sort of defunding.

Cities that re-legalize traditional zoning and which jump start commercial real estate lending to suit those non-standard development patterns will make it through.

Those that don’t? San Bernardino, California stands as an excellent example of what to expect.
