I believe it is referencing a Multijurisdictional Unified Command structure, which they didn’t have because it was a USSS protected rally that became an active shooter event. You would establish a Unified Command system over the course of response in a multijurisdictional incident. It might not be fully established for an hour or more as the various agencies respond. (Think of the plane/helicopter crash over the Potomac.) The most senior person initially at the scene acts as the Incident Commander until a more senior person arrives, and can change multiple times. So, I get the impression that this text is suggesting the locals should have had the Unified Command established before hand. But consider the source, EMS agencies eat, breathe, and sleep by the Unified Command System.

Local police and emergency response agencies throughout the country are very familiar with the Unified Command system. As are state and federal emergency response agencies. It is the gold standard in multijurisdictional emergency response protocols. I maintained Incident Commander qualifications for years, though never used it outside of private sector industrial accidents. But due to that training I fully understood how the command structure worked for when local response agencies arrived and took over the incident response.The USSS does not follow that system because they are providing protection, not emergency response.

Lenz had somewhat of a Unified Command structure with local ESU and traffic police, but since the USSS requested support separately with local ESU and state police, a true Unified Command system couldn’t be formally established.

No, no maps, diagrams, photos, or the like. As far as the callsigns vs location goes, I would guess Alpha to the North, Bravo to the East, Charlie to the South, and Delta to the West. Interesting as well that Shane previously claimed they chose Delta to differentiate the other teams that typically use Alpha, Bravo, etc. And then come to find out it was designated to them. And WRSWAT is left floating apparently with no callsign indicating cardinal direction from the crowd?

Just wish I had gotten an account before the Full Fire Ops 6 recordings were deleted after 3 months.
I’m sure other people did download them in that time though so hopefully they will resurface at some point.

And I was leaning out the door, like my foot holding the door open, and I was pointing. I said, “He ran around the building down there.”
And he goes – he looks at me and he’s like, “It’s all one building.”
I said, “Well, then he’s on the other side because he went in between the buildings over there.”
He was like, “Okay.” Well, he kept walking, and then walked around past me and then went around the front of the building, of the –

And then the individual in the unmarked car, he had kind of like started to roll down in his car towards me, and I’m like, “He went around the building down there.” And he goes, “It’s all one building.” I said, “I know that now, but he’s on the other side.”
So he was like, “Okay.” So he then pulled out of the lot and went around. Went back out into the lot.
And then I don’t know where he went from there.
So at that point I went back into the building.
