What exactly does “New tariffs on Swiss one-kilo gold bars” mean? Does it mean bars with Swiss markings? Does it mean any bar that passes through Switzerland on its way to the USA is subject to a tariff? Does it mean gold mined in Switzerland? How is Customs going to decide if a bar is “Swiss”. Does it mean 400 ounce bars are exempt? Will government agencies such as the US Treasury have to pay a tax? How is it going to be enforced if it is indeed legal. The international agreements make gold bullion exempt. Are the international agreements now invalid? Is the whole Harmonized Tariff Schedule of the United States now invalid, defunct, cannot be used?
